Tim Bloechl

Director, Cyber Security, Quantum Research International

Tim Bloechl leads Quantum Research International’s cyber security business, which emphasizes providing deep technical expertise to customers in the areas of computer emergency response, penetration testing and vulnerability assessments across all markets, both public sector and commercial. Before joining Quantum in 2014, Bloechl was involved in entrepreneurial cyber security products and services activities with a Swiss company, a small U.S. defense contractor and encryption start-up Secure Channels, Inc.  
 
From 2005 to 2011, Bloechl was Microsoft’s first Worldwide Public Safety and National Security business leader. He led efforts to build the Microsoft vision, strategy and field sales force for defense, intelligence, homeland security, justice and first responder markets resulting in approximately 218 percent revenue growth to almost $1.7 billion per year. 
 
Before Microsoft, Bloechl served as director of the International Information Assurance (IA) Program and Deputy Director for IA Operations for the U.S. Department of Defense. He was responsible for international military outreach, policy and program development, and was the Department’s representative for interagency, international and operational cyber security coordination. He was also the Department’s co-chair for the National Cyber Response Coordination Group under the U.S. National Response Plan. He was assigned to the Pentagon Office of the Assistant Secretary of Defense, Networks and Information Integration. 
 
Prior to this assignment, Bloechl was a senior associate with Booz Allen Hamilton, leading a team of more than 45 employees to provide international affairs, foreign disclosure, intelligence and military operational consulting support to the Joint Task Force-Computer Network Operations in Arlington, Virginia. Before joining Booz Allen Hamilton, Bloechl served a 20-year career as an intelligence officer in the U.S. Army, retiring as Lieutenant Colonel.
 
Bloechl holds a Master of Science in strategic intelligence from the Defense Intelligence College, and a Master of Military Arts and Science degree from the U.S. Army Command and General Staff College. His 22 awards and decorations include the Legion of Merit and Bronze Star. He is a 1993 graduate of the U.S. Army School for Advanced Military Studies and a 1992 graduate of the U.S. Army Command and General Staff College. 
 
Bloechl not only serves on the Board of Directors for Global Impact, but is also on the Board of Officers and acts as class historia for the U.S. Military Academy Class of 1979, serves on the Board of Advisors for the Center for Strategic Decision Research and supports the executive committee for the Easter Seals Advocacy Awards program.
